Aircraft and traffic. EASA and Eurocontrol sign amendment to the MoC
Strengthened partnership in the field of sustainability and civil-military cooperation

The Executive Director of the European Union Aviation Safety Agency (EASA), Florian Guillermet, and the Director General of Eurocontrol, Raúl Medina, signed last Thursday an amendment to the Memorandum of Cooperation (MoC) between the two organizations, further strengthening their already solid partnership on sustainability and cooperation. This collaboration covers key areas of mutual interest, ranging from safety and innovation to efficiency and sustainability, all aimed at ensuring the optimal functioning of the European air safety system.
Since its original signing in 2021, the MoC has evolved significantly. The joint Easa-Eurocontrol Work Programme and the Technical Cooperation Office (TeCo) have become key drivers in promoting shared goals in sustainable aviation and air traffic management (ATM). This partnership has enhanced synergies between the technical and scientific teams of both organizations through regular exchange of information, data, knowledge, and expertise. In April 2024, the MoC was expanded to include new domains: training, cybersecurity, research and innovation, as well as communication, navigation, and surveillance (CNS).
This latest amendment to the MoC builds on these advances and focuses on:
Aviation Sustainability
- Leading the implementation of the joint Easa-Eurocontrol work programme.
- Supporting environmental policies and climate resilience by integrating the development of environmental impact assessment and modeling tools.
- Facilitating the integration of new operators within the European aviation network.
- Organizing joint workshops and stakeholder events.
Civil-Military Cooperation
- Enhancing collaboration in airspace design and civil-military air traffic management (ATM) performance.
- Promoting developments of the SESAR Joint Undertaking and supporting the integration of remotely piloted aircraft systems (RPAS) and operations in high-altitude airspace (HA-).
- Strengthening cybersecurity, crisis coordination, and infrastructure resilience through civil-military consultations, cooperation platforms, and more.
