MFZ-Elifly agreement for a helicopter hub and HEMS

Development of technical training, port services and emergency medical response

The Misurata Free Zone (MFZ) has signed a Memorandum of Understanding (MoU) with the Italian company Elifly, specialized in air transport and helicopter services, to develop infrastructure dedicated to vertical flight and technical training pathways in the civil aviation sector. The agreement, signed at the free zone's headquarters, aims to create an operational base for rotorcraft activities and professional qualification programs intended for technicians and pilots. Present at the ceremony were the president of the MFZ, Mohsen al Saqutri, the general director Ayman al Darwish, the general director of Elifly, Francesco Comensoli, the economic counselor of the Italian Embassy in Tripoli, Fabio Giudice, and the president of the Italo‑Libyan Chamber of Commerce, Nicola Colicchi.

The agreement foresees the opening of an Elifly branch within the free zone, which will serve as a hub for rotorcraft operations and related services. The services offered will include helicopter logistical support for port activities and installations at oil fields, as well as emergency and medical rescue missions (HEMS) in cooperation with local medical facilities. The partnership aims to increase operational capacity, improve response times and safety standards, integrating European technical know‑how with the operational needs of the Libyan territory.

In the medium term, the agreement could promote the creation of skilled jobs and the transfer of technical expertise in the civil aviation sector, strengthening the role of the MFZ as a platform for regional aeronautical services.
