Italian Question on jv SuperJet International, SSJ-100 aircraft and workers' situation

What urgent initiatives should be taken to allow the Tessera site to continue to be productive

"To the Ministers of Economy and Finance and of Enterprises and Made in Italy

Whereas:

SuperJet International (SJI) is a joint venture owned 90 percent by the Russians of Sukhoi and 10 percent by Leonardo. The company is responsible for the marketing, after-sales assistance and services, as well as training, design and development, of the Sukhoi Superjet 100 aircraft and its commercial variant Sukhoi Business Jet (SBJ), and its headquarters are in Venice, in the Tessera area;

the company, which currently employs 110 workers, by virtue of its corporate structure, in May 2022 suffered the seizure by the Guardia di Finanza of assets amounting to 146 million euros due to the sanctions imposed on Russia following the invasion of Ukraine;

as also reported in previous parliamentary oversight questions to which to date no answer has been given, for some time there has been a possible industrial interest from an Emirati fund (MarkAB Capital) for the relaunch of the site. The plan foresees the fund's entry aiming to join the shareholders Italsistemi SpA and Leonardo and the construction of a plant in Abu Dhabi that would deliver incomplete aircraft to the Tessera plant to be completed there and thus sold;

according to Fim-Cisl the project for the Tessera site alone would, at full operation, generate stable employment of 550 workers and have a significant spillover effect on the local supply chain;

the Financial Security Committee for the transfer of the shares, currently frozen due to the sanctions and held by the State Property Agency, which is called upon to give the necessary authorization, has temporarily given a negative opinion on authorizing the Emirati partner's entry into SuperJet International's share capital;

Considering that:

on 26 June 2025 the shareholders' meeting was held to decide on a possible short-term recapitalization, pending the green light for the Emiratis;

by 31 July 2025, the Ministry of Economy and Finance and the Financial Security Committee must decide whether to unblock a €6 million 'bridge loan', necessary to cover salaries and to maintain the activity of the Venetian aerospace company for about another eight months and thus avoid the liquidation of the company no longer able to pay its employees;

the situation at SuperJet International has now lasted three years and currently no alternative solutions are in sight, with the serious risk of closure despite there being no market problems;

the workers, through the trade unions, have urgently requested a ministerial-level meeting to avert the risk of losing highly qualified jobs and have called a series of protest initiatives in the area to raise awareness among the institutions,

it is requested to know which urgent initiatives the addressed ministers intend to undertake to allow the Tessera industrial site to continue to be productive with greater corporate certainty while safeguarding current employment levels". (3-02044)
