Moscow gives New Delhi license to produce surface-to-air missiles

Agreement between Russia and India for the supply of Soviet rockets and their production in the Asian country. The contract concerns the production under license of 9K38 Igla-S surface-to-air missiles for shoulder-fired rocket launchers in New Delhi. It is a Man-Portable Air Defense System (Mandaps) that can be used by an individual or a group of soldiers to shoot down an enemy aircraft.

It was reported by the Russian State news agency "Tass", quoting a senior official specializing in arms exports: "We have already signed the corresponding document and now, together with a private company from the Asian country, we are organizing the production of Igla -S mandaps in India", explained Alexander Mikheyev, head of the Russian company "Rosoboronexport".

The agreement demonstrates the deep relationship between the two countries in the military field: India is the largest importer of weapons in the world and Russia remains its main supplier (Moscow covered 45% of New York's acquisitions Delhi between 2018 and 2022, according to the Stockholm International Peace Research Institute), despite the negative economic impact of Western sanctions due to the war in Ukraine and reputational damage.
