Subject: Dark red risk areas and essential travel

Based on an initial simulation of the European Centre for Disease Prevention and Control, which presented an updated version of the European COVID-19 risk map, the Commission has proposed an update of the common colour code and decided to introduce an additional ‘dark red’ risk area classification. People living in those areas who wish to travel to any EU country or territory are therefore required to take a test, the result of which must be negative, before leaving. They must also undergo a 14-day quarantine period. According to these Commission recommendations, these measures should also apply to so-called ‘essential travel’, ie travel for work or other requirements, even among regions of the same country.

Given that the EU-wide coordination promoted by the Commission is necessary in order to safeguard the integrity and proper functioning of the internal market, can the Commission answer the following questions:

In its view, are the suggested measures for travelling from dark red areas proportionate, particularly at this time of deep economic crisis, and should they also apply to those travelling for work-related reasons or out of absolute necessity?

Can it not set out some measures, even for dark red risk areas, to distinguish between ‘essential’ and ‘non-essential’ travel?
