Air Traffic Management in Ukraine: Leonardo, Enav and UkSatse sign agreement

Return to the restoration of Ukrainian system management capabilities, severely compromised by the conflict

The occasion for the signing was today's Conference on the Reconstruction of Ukraine. As a first step, five primary route radar units and associated technologies will be donated to the country

On the occasion of the Conference for the Reconstruction of Ukraine, Leonardo, Enav SpA, and the Ukrainian State Air Traffic Services Enterprise (UkSatse) signed a Memorandum of Cooperation to launch a joint initiative aimed at restoring and enhancing Ukraine’s civil air navigation infrastructure, within the framework of the country’s Air Traffic Management (ATM) Recovery Plan, named the Ukraine Air Traffic Management (ATM) Restoration and Recovery Plan (Uarrp). The agreement represents a significant step towards rebuilding Ukraine’s air traffic management capabilities, which have been severely compromised by the ongoing conflict.

Within the collaboration, Leonardo –a European reference in the aerospace, defense, and security sectors– will provide technological and infrastructural support to the recovery plan. Enav (the Italian air navigation service provider) will contribute its operational know-how and consulting services. UkSatse, as the Ukrainian air navigation service provider, will lead the implementation as the executing entity and ultimate beneficiary of the restored systems.

The three parties commit to jointly coordinating the planning and execution of the primary projects outlined by the Uarrp plan and to work closely with institutional partners to identify appropriate financing solutions. As part of the cooperation, two Donation Agreements were signed between Leonardo, Enav, and UkSatse for the transfer of five primary en-route radar systems along with associated technologies. These systems will significantly contribute to restoring Ukraine’s primary surveillance capability, enabling a gradual reopening of the airspace to civil operations.

This initial delivery represents a concrete milestone within the broader implementation of the Uarrp plan and testifies to Leonardo’s active support of Ukraine’s reconstruction needs. The Memorandum and the Donation Agreements reaffirm the shared commitment of the three parties to contribute to the establishment of a safe and fully operational airspace infrastructure for the country’s future. The understanding may be the subject of subsequent binding agreements, which the parties will define in compliance with applicable regulations, including those governing transactions between related parties.
