Italian ENAC: its President Di Palma leads delegation of entrepreneurs to Benghazi; six agreements signed
Rixi (Italian Mit): air transport is fundamental for strengthening relations between Italy and Libya

The President of Enac (Italian Civil Aviation Authority) Pierluigi Di Palma led a delegation of entrepreneurs and Italian centres of excellence who today, 4 September 2025, in Benghazi, signed six important technical agreements: the understandings consolidate the path promoted by the Authority and initiated with the reopening, at the beginning of 2025, of direct air links between Italy and Libya, operated by ITA Airways and the Libyan carrier Medsky.
As part of this collaboration, ENAC and the authority of Benghazi airport signed an implementation protocol (MoI) for the development of Benina airport, continuing the work started with the Memorandum of Understanding signed with the Lycaa in Tripoli in December 2023.
The other MoUs (Memorandum of Understanding), signed between MedSky, Avioitaliana, Tecnam, Atitech, Asc, Merlo and Libya Reconstruction Fund Projects, are aimed at developing a general aviation network (Regional Air Mobility), aircraft acquisitions, maintenance activities, the growth of cargo transport and the creation of a network for the movement of materials and people both in the civil sphere and in the agricultural and industrial sectors.
Participating in the meeting, for the Italian side, were Pierluigi Di Palma President of Enac; Alexander D’Orsogna Director General of Enac; Tiziana Bufacchi Avioitaliana; Paolo Merlo President of Merlo SpA; Gianni Lettieri Chairman and CEO of Atitech; Ignazio Coraci Chief Executive Officer of ASC; Paolo Pascale Chief Executive Officer of Tecnam; Nicola Colicchi President of the Italo‑Libyan Chamber of Commerce. Also present were Francesco Saverio De Luigi Consul General of Italy in Benghazi; Fabio Giudice Head of the Economic and Commercial Office of the Italian Embassy in Tripoli.
The delegation was welcomed by a large Libyan contingent including Belgassem Haftar, President of the Fund for the Reconstruction of Libya.
The mission was preceded, yesterday, by a meeting organised in Rome by the President and the Director General of Enac, between the entire Italian delegation and Deputy Minister Edoardo Rixi, who underlined the centrality of air transport in strengthening bilateral relations between Italy and Libya.
"I extend my thanks to the Ambassador of Italy in Tripoli Gianluca Alberini for his important contribution to the process of strengthening Italy–Libya bilateral relations, as well as to AISE for the logistical support", commented Enac President Pierluigi Di Palma. "The agreements signed today promote integration, dialogue and the development of commercial activities with a country bound to Italy by a history of friendship and cooperation. Enac values civil aviation as a tool that brings together different cultures, strengthens exchanges and fosters relations between peoples for the well‑being and growth of every person".
